Communications Minister STEPHEN CONROY has played down reports households will have
to pay high prices for high-speed broadband, as he switched on the NBN in another mainland
town.

Internet retailer Internode released the first pricing plan last week, saying households
will pay at least $60 and up to $190 a month for combined phone and internet services
on the National Broadband Network.

But as Senator CONROY switched on the NBN in Kiama, on the New South Wales south coast,
he told reporters the big companies have yet to release their price packages, and competition
will lead to lower prices.

Meanwhile, NBN Co chief executive MIKE QUIGLEY insists the NBN is capable of reaching
peak speeds of 100 megabits per second.

He says reports some connected households had not been able to reach such speeds could
be attributed to retail service providers not buying enough capacity and individuals working
on older computers.

The moon will turn red tomorrow for the second time this year.

Stargazers will have to wait until 2014 for a repeat performance of the celestial spectacular,
visible only in Australia and parts of Asia.

It's the second total lunar eclipse this year, following one in May.

Australia's east coast is one of the best places on earth to see the eclipse and it
can be seen from just before midnight tomorrow until 3am Sunday (AEDT).

The entire moon will turn red as it slips into the earth's darkest shadow.

Australian farmers can expect a jump in both demand and the price of their produce
.. following the earthquake and tsunami that struck Japan.

The latest analysis from the National Australia Bank says the ongoing nuclear scare
also makes it very likely that Japan will increase its imports.

That's good news for Australia .. which exports more agricultural goods to Japan than
any other country.

The NAB analysis has found the new export demand is also likely to drive up commodity
prices over the medium term .. particularly beef .. pork .. chicken and rice.

The March 11 disasters have largely affected the North Tohoku region .. which is Japan's
fourth largest food bowl and produces about 20 per cent of the country's rice.

More babies have been born in Australia in the past five years than during any other
time in the nation's history.

The Bureau of Statistics says almost 300 thousand babies were born in each of the past
two years .. and more than a quarter of a million for each of the three years before that.

The bureau's study has also found that women have less children .. on average .. if
they're part of a higher socioeconomic demographic.

Armed police are guarding the homes of NSW Premier NATHAN REES and some of his senior
ministers round the clock .. over fears of payback from outlaw bikie gangs.

Within hours of the passing of laws on Friday .. giving the courts the power to declare
the gangs illegal .. police orders were issued to assign extra officers to watch over
Mr REES and Police Minister TONY KELLY.

The Daily Telegraph says police sources have confirmed that several politicians' homes
are being monitored around the clock.

Government sources says the level of protection is unprecedented for a premier.

A spokesman for Mr REES says his office won't comment on the additional security arrangements.

There's no details okn whether any direct threats have been made to the premier or
any of his ministers .. or whether the heightened security is a precautionary measure.

MELBOURNE, Dec 2 AAP - Melbourne Zoo's five Asian elephants are to be moved to Werribee
Open Range Zoo for better care and welfare.

The Age newspaper reported that zoo staff agreed the "ideal" option for the care of
the elephants was to relocate them from their enclosure at the Melbourne Zoo at Parkville
to the wide open spaces at Werribee, Zoos Victoria chief executive John Willis said.

The move would take place in the next five or six years, he said.

It is two years since the controversial $2.5 million importation of three Thai elephants
to Melbourne and five years since a Thai-themed "Trail of the Elephants" was completed
at a cost of $15 million.

"There is a discussion taking place on the concept that we need to look at moving them
down to a more open plains; within the next five or six years' time would be ideal," Mr
Willis said.

Early this year Fairfax reported concern among staff and animal experts about mistreatment
of animals at Parkville.

This included the stabbing of one elephant by a handler using a long, thin tool known
as a marlin spike.

In response, the Victorian government established an animal care watchdog body, the
Welfare Peer Review Committee.

CANBERRA, April 28 AAP - An Australian-led peace mission in the Solomon Islands has
created a virtual apartheid by driving up prices in the capital and should be wound down,
an academic says.

Tim Anderson, who has written a report on the mission for a foreign aid watchdog, says
personnel with the Regional Assistance Mission to the Solomon Islands (RAMSI) have pushed
up inflation for house prices and services by about 300 per cent.

"There's whole suburbs that really Solomon Islanders can't afford to rent or buy in
any more," said Dr Anderson, an associate professor of political economy at Sydney University.

"It's really created a dual economy and it's created a type of apartheid system which
is understandable in the short term, but it's very undesirable to keep on going," he told
ABC Radio.

Food prices had been less affected by the presence of RAMSI.

The report - to be released this week by the private organisation AID/Watch - says
the $1.3 billion mission, which began in 2003 to halt a breakdown in law and order, should
be wound down gradually.

The paper is based on Dr Anderson's own interviews and reports by AusAID and the Solomon
Islands Development Trust.

"There's a significant amount of confusion about the role of RAMSI there and a lot
of the people in it that are earning a lot of money," Dr Anderson said.

"Let's be real about this, most of the money is going back into Australian pockets."

He says RAMSI has become like a de-facto government of the Solomons.

AID/Watch co-director Flint Duxfield said RAMSI was no longer the welcome, successful
operation it had once been.

"It (RAMSI) has evolved into this large cumbersome and ultimately counterproductive
aid-delivery mechanism that's not really doing what it's supposed to do," he said.

"It is causing more harm than good."

The report found that local resentment towards the mission was rising because RAMSI
had made thousands of arrests, but few convictions had followed.

But RAMSI Assistant Special Coordinator Mataiasi Lomaloma criticised the report as
narrow-minded, and said it did not reflect RAMSI's critical role in creating a stable
environment.

"This report is from a very narrow mindset. It is quite the opposite - RAMSI has restored
law and order and stability for rebuilding to happen," he said.

"It doesn't reflect what is happening here in the Solomons. A stable environment is
needed for all areas of society to grow.

"And, if anything, we are an organisation working to become not needed anymore."

Solomon Islands Prime Minister Derek Sikua has been supportive of RAMSI, in stark contrast
to his predecessor Manasseh Sogavare who accused Australia of using it as a political
tool to meddle in the country's affairs.

A spokesman for Sikua said there was a lot of support on the ground for RAMSI "but
no doubt, not everyone is happy".

"Costs have gone up but there are other factors like rising fuel prices," he said.

at a state memorial service on Friday, January 4, the WA government said today.

Sir Charles, who served as premier of WA from 1974 to 1982, passed away peacefully
at home on Saturday night with his family by his side.

The service is to begin at 11am (WDT) in Winthrop Hall at The University of Western Australia.

Relatives, friends, representatives of organisations and members of the public have
been invited to attend.

As a mark of respect, flags on government buildings will be flown at half-mast on the
day of the memorial service.

BRISBANE, Aug 17 AAP - An elderly man was killed this morning when his car and a road
train crashed in western Queensland.

A police spokeswoman said the car was westbound on the Warrego Highway, near Dalby,
around 8am (AEST) when it veered into the rear wheels of a road train.

The man, believed to be the only person in the car, died instantly.

His body is yet to be formally identified.

NSW: Thousands of workers' compo claims lost

SYDNEY, April 26 AAP - A computer glitch has lost thousands of files on NSW workers'
compensation cases.

WorkCover lost the files in the information technology collapse on March 27, The Sydney
Morning Herald reported today.

The body said no cases currently before the Workers Compensation Commission were affected.

But in some cases up to 40 per cent of archival material had been lost or irretrievably
corrupted, a source within WorkCover told the papers.

NSW Commerce Minister John Della Bosca said WorkCover would be asked to review its
processes and make sure back-ups were kept in future.

The body investigates 13,000 cases a year.

Five federal government departments spent $53 million on recruitment agencies last year.

And the figure is set to skyrocket into the hundreds of millions when another 11 departments
reveal their costs.

Immigration Minister AMANDA VANSTONE'S department forked out almost $24 million on
recruitment agencies in 2004.

Almost $9.5 million was spent in Attorney-General PHILIP RUDDOCK'S portfolio, while
former transport minister JOHN ANDERSON'S department paid more than $14.5 million on recruitment.

And the environment and heritage portfolio headed by IAN CAMPBELL spent $3.5 million
on last year.

Another 11 departments are yet to unveil how much they spent on recruitment agencies last year.

Labor backbencher CHRIS BOWEN questioned the government about the cost of recruitment
agencies and has demanded the departments justify the costs.

WA: Man arrested for pub slashing after 30 beers

PERTH, April 18 AAP - A Perth man arrested after allegedly assaulting a fellow hotel
patron was suffering an apparent psychosis after consuming 30 beers on top of his anti-depressant
medication, his lawyer said today.

Wayne John Burne, 37, was remanded in custody following a brief appearance in Perth
magistrates court this afternoon where he faced one charge each of causing grievous bodily
harm, possessing a controlled weapon and cultivating cannabis.

Burne's lawyer, Michael Hawkins, told the court his client had been on sickness benefits
for the past three or four years after being diagnosed with depression.

He was taking three separate prescription medications but also routinely smoked two
joints of marijuana each day, Mr Hawkins said.

Prior to the alleged assault Burne had consumed 30 beers and "suffered from what appeared
to be psychosis", he told the court.

"His wife has told me he feared he would be attacked by four men and that's why he
had with him the ceremonial sword."

Few facts were tendered to the court today but West Australian police earlier said
Burne, of Huntingdale in Perth's south-east, was in possession of a samurai sword when
he allegedly attacked the fellow drinker at the Southern River Tavern in Gosnells with
a box cutter about 8.30pm (WST) yesterday.

Prior to his court appearance, a police spokesman said Burne had boarded a flight to
Singapore but was arrested after the pilot was requested to taxi back to Perth international
terminal where Australian Protective Services officers were waiting.

Mr Hawkins told the court he had inquired of a doctor what effect the combination of
drugs and alcohol may have had on his client and was told they could promote depression,
anxiety and psychosis.

A forensic psychiatric nurse will assess Burne before he returns to the same court tomorrow.

Mr Hawkins said his client was embarrassed and regretted the alleged incident.

His request that the matters be dealt with in the WA Drug Court was rejected on the
grounds that it was not the correct jurisdiction for a grievous bodily harm offence.

No bail application was made.

Anime-zing

It's been a long, strange, extremely animated trip from "Astro Boy" to "Cowboy Bebop" -- and a new exhibit at the Lake County Discovery Museum retraces every step.

"Anime-zing: The World of Japanese Animation" covers roughly 40 years, from the American import of the first Japanese animated TV shows in the 1960s to the present, when the influence of anime is being felt across the spectrum of American pop culture.

"I know it will be fun for fans," said Diana Dretske, the Discovery Museum's collections coordinator and curator of this exhibit. "I'm hoping people who don't know much about anime, perhaps parents who kind of know their kids watch it but that's about all, will come and say, 'Wow, this is really cool."'

Dretske has organized "Anime-zing" into five broad categories each represented by roughly half a dozen programs: Anime History, Shoujo (for girls) & Shounen (for boys), Mecha (giant robots), Samurai & Ronin and Mahou (magic and paranormal).

TV monitors will run clips of programs in each category, including "Astro Boy," "Akira," "Speed Racer," "My Neighbor Totoro," "Sailor Moon," "Pokemon," "Dragon Ball Z," "Cowboy Bebop," "Escaflowne," "Gundam Wing," "Ghost in the Shell," "Samurai X," "Princess Mononoke," "Witch Hunter Robin," "Yu-Gi-Oh!" and "Fullmetal Alchemist."

The exhibit also will feature "dozens and dozens" of collectibles, including a replica of the Cat Bus from "My Neighbor Totoro," plus action figures, plushies, models and dolls, original production art such as sketches and cel paintings and posters.

Dretske, a longtime anime fan herself, secured most of the items in the collection by posting requests on various fan sites on the Internet.

"The response was pretty amazing," she said. "I guess it's validating when something you love becomes a museum exhibit. It says, 'Look, this is something that deserves to be seen and discussed and taken seriously.'"

Do it yourself

Dretske is particularly pleased with the interactive aspects of the exhibit.

In the recording studio of Mastodon Productions (named for the Discovery Museum's mascot), visitors will have the opportunity to record the scripted dialogue on a clip from the show "Inuyasha" -- or create their own.

They can also create an anime character from scratch by mixing and matching the hair, eyes, noses, mouths, costumes and various accoutrements of several life-size cutouts.

"The mission of the exhibit is to change the way people think about Japanese animation," said Dretske, a Waukegan native who said she grew up watching "Speed Racer," "Prince Planet" and "Gatchaman" on WGN-TV but never thought about their origin in another culture until she began appreciating Japanese animated films as an adult.

"The stories are complex and the characters are complex and they can be very surprising," she explained. "You think you know a character and they can flip on you. That level of sophistication shows how seriously the Japanese take these shows and the extent to which anime are influenced by ancient traditions in art and literature."

Not kid stuff

It's sometimes difficult, Dretske said, for Americans to appreciate how seriously anime and manga, or graphic novels, are taken in Japan.

"Here, we see animation and we think of it as a cartoon, something for children," she said. "In Japan, it's very different. Anime and manga are hugely popular in Japan with children and adults. They comprise roughly 40 percent of all films and 60 percent of all literature."

One reason the Discovery Museum decided to green-light an exhibit on anime is the fact that its popularity is growing at a phenomenal rate in this country.

Marvin Gleicher of Buffalo Grove, president of Chicago-based Manga Entertainment, estimates that the dedicated fan base in America has grown tenfold in the 10 years since Manga released "Ghost in the Shell."

"When we first started, there were roughly 40 or 50 thousand core fans, or otaku, in this country," Gleicher said. "Now that number is probably near 500,000. The total number of people who have purchased anime in the U.S. is probably more than three million -- and it's continuing to grow."

The highly stylized look of anime is the initial attention-grabber, Gleicher said, but once viewers take their first look, it's the quality of the stories that keep them interested.

"It's very much about eye candy at first," said Dretske, noting that she tends to be attracted by the genre's bushonen, or pretty boys. "Then, if there's a great plot, I'm sucked into it. I'm a goner."

World Wireless Communications Breaks From Past to Make Successful Transition to Wireless Space.

World Wireless Communications (AMEX:XWC), which once did contract electronics manufacturing, now finds itself on the cusp of a market opportunity ... the practical application of the Internet to appliances as diverse as vending machines and coffee pots.

As David Singer, chief executive officer of World Wireless Communications and its subsidiary, X-traWeb Inc. explained, "It's not a complete break with the past since the effectiveness of our X-traWeb system relies, in part, on the use of our radio frequency technology to transmit information."

The subsidiary was formed to market the X-traWeb technology, which is an Internet-based product designed for remote monitoring and control of systems and devices. The company developed the world's smallest Web server and paired it with an independent gateway to create a communication link between individuals and appliances.

Singer stepped back to analyze the applications of X-traWeb. "We are currently focusing on vending, quick serve restaurants, asset management, utility and security systems, but we have people coming up to us everyday with a new way X-traWeb can help with their operations."

The company has been working with companies in these key markets to Web-enable equipment and systems in order to monitor and control them over the Internet. The technology provides companies real time data important for maintenance and performance tracking and can save businesses hundreds of thousands of dollars in operating costs.

Singer continued, "We feel we are still building but are starting to see results from partnerships developed earlier in the year." The decision to give up contract manufacturing was not an easy one to make or for its investors to truly grasp.

For example, in the third quarter ended Sept. 30, World Wireless reported revenues of just $376,885, compared with $1,044,511 for the same quarter last year, reflecting the elimination of revenues from manufacturing.

On closer inspection of the financial results, one finds that revenues from its high margin X-traWeb subsidiary, which was zero a year ago, were $114,098 in the quarter and its branded products, 900 MHz radios and antennas at $176,404 were about two and a half times of a year earlier. As Singer ruefully noted, "Transitions don't come cheaply."

As evidenced by the company's increased research and development, selling, general and administrative expenses, which resulted in a loss of $1.6 million in the quarter and $1.8 million for the nine-month period.

The good news, though, is that, "For the three-month period a year ago we had a loss of $2.3 million so that at the same time we are making this transition, we are also reducing our losses fairly dramatically," said Singer.

Thanks to a successful capital raise in the first quarter of 2000, the company's finances are in a strong position. As of Sept. 30, current assets were at $6.8 million with current liabilities at only $535,274. At Dec. 31, 1999, current assets were about $2 million and liabilities were an uncomfortable $6 million.

Outside of what the financial reports show, X-traWeb had several major accomplishments within the three months ended Sept. 30 including:

Mugabe facing backlash.

The diplomatic squeeze on Zimbabwe President Robert Mugabe was tightened yester-day as a controversial Chinese arms shipment was called back and the top US envoy for Africa began a tour of the region.A As the electoral commission continued to slowly release the results of a partial recount from last month's disputed elections, Mugabe's camp appeared divided over the merits of a possible national unity government.

And the regime in Harare also faced growing accusations that opposition supporters were being deliberately targeted by followers of Mugabe's ruling Zimbabwe African National Union - Patriotic Front (ZANU-PF) party. China had been under massive international pressure not to go through with the planned delivery of a massive cache of weapons from a ship, the An Yue Jiang, despite defending the purchase by the Mugabe regime.

But after the United States publicly called for the ship to turn back, and lobbied neighbouring countries not to help it reach its final destination, the Chinese government announced that the mission was being abandoned. "To my knowledge, the Chinese company has decided to bring back the boat," Jiang Yu, a foreign ministry spokeswoman, said.

There was no immediate reaction from Zimbabwe's government but it will be a major blow given its insistence earlier this week that it had a "sovereign right to buy weapons from any legitimate source worldwide". The news of the ship's about turn was also a diplomatic coup for the United States as Assistant Secretary of State Jendayi Frazer, the State Department's top diplomat for Africa, began a tour of the region.

Frazer was holding talks on Thursday morning with South African government officials where the situation in Zimbabwe was expected to feature prominently. Frazer was then expected to visit both long-time Zimbabwe ally Angola and then its northern neighbour Zambia whose president, Levy Mwanawasa, is the current chairman of the SADC regional bloc.

While South African Pres-ident Thabo Mbeki has caused some dismay among Western governments over his softly-softly approach towards Mugabe, his likely successor Jacob Zuma has been taking a harder line. In talks with British Prime Minister Gordon Brown in London, the president of South Africa's ruling ANC party, said "the situation is not acceptable" in Zimbabwe although he declined back calls for an arms embargo.

There has been growing exasperation over the situation in Zimbabwe where no results have been released from a presidential election held nearly four weeks ago on March 29.

BellSouth And NewsChannel 5 Announce Agreement To Provide Local Information for BellSouth.net Service Customers

ATLANTA, June 3 /PRNewswire/ -- BellSouth (NYSE: BLS) and NewsChannel 5 (WTVF-TV) today announced an agreement to provide local news and information for BellSouth.net(sm) Internet service customers in the Nashville area. BellSouth.net customers can click on the NewsChannel 5 Online icon to access Middle Tennessee's news and information leader.
